Overdevelopment, Traffic and Parking
The end is in sight for the long-awaited LUCE update. As many of our residents are aware, for more than two years, the City of Santa Monica has been studying ways to revise our Land Use and Circulation Element. Last updated more than twenty years ago, the LUCE, as it’s called, is part of Santa Monica’s General Plan. The final document will provide a blueprint for what our city looks like and how it will operate in the decades to come.
Why should you care? The outcome of this study will have a critical impact on issues that Wilmont residents have identified as the most important to our neighborhood and city: overdevelopment, traffic and parking.
The “land use” portion of this ongoing study is examining the type and mixture of various buildings throughout the City, such as residential, commercial, industrial, etc. The “circulation element” addresses the location and functionality of roads, buses and other forms of transportation.
Wilmont has been very active in the LUCE process and the leading force in attempting to find solutions to our parking quagmire. Our group has conducted neighborhood parking surveys, lobbied and informed the Planning Commission and City Council, and researched existing parking plans throughout the country and internationally. We have crafted possible parking scenarios and worked with City staff and outside traffic experts to investigate the possible implementation of various plans.
Our efforts led the City to hire transportation consultants to examine Wilmont’s severe parking problems. As a part of the LUCE process, the company has been tasked with devising creative solutions for the most densely populated district in the City.
Their preliminary findings and suggestions will be presented at the LUCE “Transportation” workshop on March 1st (Santa Monica High School, 9:30AM-3PM).
City Planning Department officials are hopeful that a draft of the proposed LUCE report will be available in early April. If the community and City Council support the study’s goals and objectives, implementation could begin as early as mid-summer.

We have an estimated 23,087 residents living in the Wilmont area -- including 1,165 new residents since 2000. Over the next five years, our neighborhood’s population is projected to grow an additional 4.7%. If all Wilmont residents decided to see the Lakers at the Staples Center, we’d fill up the entire stadium and still have more than 3,000 waiting outside!

About Wilmont
The Wilshire/Montana Neighborhood Coalition (also known as Wilmont) was
organized as a non-profit corporation more than seventeen years ago. As one of
five neighborhood organizations in Santa Monica, our district extends from the ocean
to 21st Street, Wilshire to Montana.
Wilmont represents our neighborhood’s interests on various boards and committees,
including the Neighborhood Council, Community Corporation and the Workforce
Housing Committee. We speak at City Council meetings and have been working with City
staff to find a solution to our district’s serious parking problem. We represent YOU and look forward to hearing your comments.
